Banking

Education
John Ladd advises university presidents on a regular basis and has in particular developed a long-term record of success serving Historically Black Colleges and Universities (HBCUs). In the aftermath of Hurricane Katrina, John led a client strategic group of HBCUs on the Gulf Coast and achieved changes in existing law to provide for $400 million in emergency loans, which enabled four universities to rebuild from the devastation and significantly contributed to the recovery of New Orleans. In March 2018, a significant modification of the loans was achieved through further legislation and work with the Department of Education, Department of the Treasury, and the Office of Management and Budget, which converted the loans to grants.
At the height of the Covid-19 pandemic and the resulting government-mandated closure of parts of the U.S. economy, many HBCUs across the country were paralyzed financially. Because most HBCUs rely on tuition as their main source of revenue to operate their schools, 45 HBCUs who had sizable HBCU Capital Finance program loans at the U.S. Department of Education found it enormously difficult to keep their doors open. At the direction of President Cynthia Warrick of Stillman College, John led the 14-month effort on Capitol Hill to provide the rationale, strategy and tactics to enable loan relief for all 45 HBCUs in the amount of $1.65 billion.
Telecommunications
John led the Capitol Hill efforts for SoftBank’s $21.6 billion purchase of Sprint, the then largest foreign investment into the United States. He worked with the committees of jurisdiction and over 150 individual Members of Congress, or their staff, to ensure the purchase’s success, producing an improved wireless network and a more competitive Sprint.
Healthcare
John was proud to lead a group of safety-net hospitals in the District of Columbia to correct a major technical error in Disproportionate Share Hospital (DSH) legislation in the Balanced Budget Act of 1997. The hard fought victory, included in the Deficit Reduction Act of 2005, amounted to an additional $50 million annually in perpetuity from the Federal Government to the District’s DSH serving hospitals, enabling them to better serve communities needing hospital care most in the District’s Medicaid program.
John Ladd arrived in Washington after law school in Chicago in 1995 to join the Committee on the Judiciary of the U.S. House of Representatives. He served as Chief Counsel of the Constitution Subcommittee under Chairman Henry J. Hyde. While at the Committee, he served as the lead counsel in the House during passage of the Lobbying Disclosure Act of 1995.
He left the committee in 1999, to serve as general counsel to a ground-breaking online business as the internet started to permeate our daily lives. He eventually returned to his passion for policy, politics, and the law in the government relations arena.
